Foundations of Government

The Foundations of Government certificate (formerly Quality in Rulemaking Academy) is designed to provide an overview of various government related topics including the legislative process, government finances, statutory construction and more!

These courses are taught by staff members of various State of Iowa agencies and are proven experts in the subject matter presented. This is a valuable, unique experience, especially for those new to state government.

Many of the courses in the program have been approved for Continuing Legal Education (CLE) credit.

All state employees

Curriculum:

Participants must complete ten (10) of the following twelve courses:

• Contested Cases
• Electronic Code Research
• Government Ethics & Lobbying Act (was Ethics for the Rule Maker)
• Introduction to Administrative Law
• Judicial Rule Review
• Legislative Process in Iowa State Government
• Open Records / Public Meetings
• Overview of State Government Finances
• The Rulemaking Process
• Rule Writing Style
• Statutory Construction and Legal Drafting
